Institutional Responsibility for Governance & Structural Design
Liudvik Nagalka is the Founder & Principal of Noira Advisory and bears direct responsibility for the origination, coherence, and custodianship of the firm’s governance and structural design frameworks.
His work is focused on ownership-grade architectures: decision authority under pressure, control continuity across jurisdictions, and institutional resilience beyond founders, operators, or regulatory cycles.
Noira’s work is intentionally non-operational and non-delegable at the point of design. Advisory mandates are accepted only where structural authority, ownership logic, and long-term control integrity are explicitly in scope.
Engagements are selective and typically arise in family capital, cross-border holding structures, and sovereign or quasi-sovereign contexts where architectural failure carries material consequences.
Liudvik Nagalka remains directly involved at the principal level in all mandates that proceed beyond initial scoping.
